La Dirección General de Aguas (DGA) ha impuesto una cuantiosa multa a la empresa Minera Colliguay, con ubicación en el Valle de Colliguay, Quilpué, Región de Valparaíso, tras comprobar la ejecución de obras no autorizadas que han impactado negativamente el caudal y la calidad del estero El Puangue.
La operación minera, que instaló la Planta Carmelita a fines de 2024, ha sido fuente de constante preocupación para las comunidades locales, quienes dependen de actividades como la agricultura familiar, la apicultura y el ecoturismo. El tránsito diario de camiones pesados a escasos 1.500 metros de un poblado en El Molino, sumado al uso de químicos peligrosos como el cianuro, generó alerta por los riesgos ambientales y para la salud.
La comunidad organizó varias reuniones y gestionó una sesión especial de la Comisión de Agricultura en el terreno, con la presencia de parlamentarios, lo que permitió visibilizar el caso y acelerar los procesos de fiscalización. El estero El Puangue, que recorre varias comunas y desemboca en el río Maipo, ya ha sido declarado contaminado y se encuentra en proceso de diseño de un plan de descontaminación por parte del Ministerio del Medio Ambiente.
La diputada Carolina Marzán (PS) destacó el trabajo colaborativo: «Han sido meses de intensas fiscalizaciones y de acciones conjuntas con las comunidades para visibilizar los efectos negativos de esta operación minera que pone en riesgo la biodiversidad». Asimismo, solicitó la reevaluación del permiso ambiental de la Planta Carmelita, en línea con un pronunciamiento de la Contraloría General de la República que cuestiona aspectos legales del procedimiento.
Bastián Alarcón, Delegado Presidencial Provincial de Melipilla, reforzó el compromiso del Gobierno con las comunidades: «Muchas de las problemáticas que nos han instalado son de carácter medioambiental. Nos hemos desplegado con diferentes servicios para activar fiscalizaciones y aplicar sanciones». Subrayó que el valle de Colliguay es un sitio prioritario para la biodiversidad y provee agua para agricultores y sistemas de agua potable rural.
La Delegación Presidencial Provincial de Melipilla continúa trabajando en coordinación con los servicios públicos para responder a las denuncias medioambientales, lo que ya ha resultado en procesos sancionatorios contra faenas mineras en la provincia.
